At a minimum, the City should create an annual report on the progress of the strategic plan and other adopted plans (i.e. the Comprehensive Plan, the Bicycle & Pedestrian Systems Plan, CIP, etc.), and communicate the status to the public in an accessible and easy-to-read format. Ongoing communication to the public on the progress through an interactive web-based dashboard could also be considered. The plans, as appropriate, should be institutionalized and operationalized by City staff and the City Commission through references on departmental work programs and staff reports, and should be evident through the City Commission recommendations. Decision-making should be tied back to how it supports the City’s plans.
