Overview
CrossroadsMHK was a citywide effort to develop a strategic plan guiding decision making and investment throughout the community. This is the City’s first-ever strategic plan focused solely on responsibilities and initiatives of our City government. The plan helps to prioritize City services, programs, projects, and future investments as we continue striving to be a great place to live for all Manhattan residents.

The 10-month strategic planning process began in January 2021 with three rounds of public engagement. The City Commission adopted the 5-Year Strategic Plan by resolution, 5-0, on November 16, 2021. The executive summary of the plan can be viewed below:

Executive Summary
Implementation
The City’s strategic plan has been thoughtfully integrated into its annual budget and other City processes as each year passes of the five-year plan. This online community dashboard serves as key roley in regularly tracking progress. The diagram below illustrates the city’s plan management cycle. It begins with the start of the fiscal year (FY), and includes various steps that lead to the adoption of a budget for the following fiscal year. Beginning in year 3 of the plan, the City began producing quarterly reports on strategic plan progress (future hyperlink to city’s website to be provided) to supplement the online dashboard.
